Every time I try to put the fastboot boot recovery.img command the following text appear:
C:\adb>fastboot boot recovery.img

FAILED (remote: Command not allowed)
finished. total time: 0.522s
and it keeps the stock recovery
After 5th step boot directly into TWRP with hardware buttons and skip step 6th.
